1. Treasury have agreed that cost of passages in approved cases may be met from public funds, in accordance with arrangements set out in my telegram No. 577 of 1940. Conditions to be satisfied are
(a) person concerned was compelled to leave Hong Kong and
(b) is unable now to meet expense of passage to sterling area.

Please notify any Government pensioners in Canada or U.S.A. paid direct by Hong Kong that if they are to continue to receive remittances they are required to transfer to the sterling area within a reasonable period. Crown Agents will inform pensioners paid by them giving three months notice initially but I shall be prepared to consider extension if reasonable appeals received.
